[OU] web page problem - lots of lines when scrolling

My guess is that you're either using an older computer with a slower processor, or a computer with graphics drivers that aren't properly installed or aren't optimized for your graphics card. That's been my experience, at least. The webpage you linked to contains a fair number of pictures, which would also explain why you're experiencing the issue here and not necessarily with every single website.
