Thank you, these suggestions take care of most of my issues!

In particular, I hadn't found the Additional Tab Options.  The one I 
needed was in the New Tab selector -- the setting "Remember Last 
Size" is the one I needed, and in fact when i saw it there I recalled 
that had been the trick in the earlier version too.

(The "New Window" item works as advertised if selected from the File 
menu, it turns out.  It was just the button in the customized toolbar 
that was behaving as "NewTab".)
