Without looking at the source, I'd say it's done with CSS 'position: 
fixed'. A fairly good guess, since it doesn't work in my old IE6 but 
in all other (newer) browsers I have. There isn't much to choose 
between to start with. It's either a frame or 'positioned: fixed'.

Also without looking at the source, that bit of HTML seems to be 
written by JavaScript. Turn JS off and the whole ad goes away.
