[OU] top menu bar

Running version 9.63.
Can't access ANY of top menu items (File, Edit,View, Bookmarks, Widgets,  
Mail, Tools, Help).
Click on gets no response.

Nor can I right click on same area and get a response.
Have to "x" out to leave Opera. Reboot does not remedy problem.
Registry repair not fix problem.
Anyone know a solution?
