confirmed.

The reason is, that the fragment identifiers #110, #112 ... are invalid.

These name or id tokens MUST begin with a letter, see
http://www.w3.org/TR/REC-html40/types.html#type-name

Perhaps the editor will be able to insert any letter as the first
character into the NAME attributes and corresponding IDREFS.
