Yes, it is safe to delete that old Flash Player plugin.
The \uninst\backup folder contains the old files that Opera saved when you
installed a new version (in case you want to uninstall the new version and
go back to the old one). If you did revert Opera to its earlier version
for some reason you would need to reinstall the Flash plugin.
