I seem to have found a solution to opera not opening urls, at least at the  
moment it's working.

This is a slightly different situation so I changed the vista registry  
entries from opera.protocol to opera.url and it now works ok.
(By the way I couldn't get the above page to open so I used the cached  
version, after doing a search for "URL Hypertext Transfer Protocol vista  
opera").
