Okay, sorry for misunderstanding.
I have attached a custom menu file that will return the action. Place
this in your Opera profile's menu subfolder, and select 'Context menu
for transfers' in preferences.
It doesn't do anything else, all other options remain the default for
9.50. And unless the transfer context menu changes in a future
version, it will be safe to use with future versions as everything
else is pulled from the default file.
The action certainly exists and is even listed in the menu file,
albeit commented out. No idea why it is disabled by default, perhaps
to prevent users from blindly double-clicking it.
