I had this while running 9.5 beta alongside 9.2x and never did track it
down to a specific cause.
Open up Windows Explorer > Tools > Folder Options > File Types
Select the HTM or HTML file extension > Advanced > Open > Edit
You should see it opens with:
"C:\Program Files\Opera\opera.exe" "%1"
but I found it had dropped the tail occasionally to:
"C:\Program Files\Opera\opera.exe" "
As I said, I never explained it but adding %1" always fixed it for me.
