I also dislike having to use something from ME or any other version
of Windows for which I don't have a license. However, there have been
multiple sites offering downloads of many DLLs for years and Microsoft
has not forced them to close.

Anyhow, I went through the exercise of finding the right version of
msimg32.dll last week to get images working right in one of the snapshot
builds. First I searched until I found the discussion at my.opera.com
which identified the version needed: 5.0.2218.1 

That discussion also identified one place to get it, as part of one of
the unofficial ongoing upgrade sets for Win98SE from http://www.mdgx.com/
but that turned out to be unreasonably large for my dial-up connection.
Then I checked quite a few of those DLL collection sites, but didn't
find one with the correct version. Finally, I had success from a thread
at http://forum.chip.de/ which offered the right version at
<URL: http://www.ef-el.gmxhome.de/chip/MSIMG32.DLL >
