Do you mean msimg32.dll? I can't remember ever coming across one 
named msing32.dll.

There's a difference between installing WinME as a whole and 
taking a copy of a library from it. MS generally doesn't frown 
on people updating dll versions. If you don't find a copy of the 
right file elsewhere, I think I have an old computer stored 
under my work table that has WinME installed on it. I could dig 
it out and set it up for long enough to copy the file.
