I can't say why or how this works, but it works for me:

In Pegasus (I'm using ver, 4.41), go to Tools > Options > Hyperlinks.

Click the "System mailer" tab, under "Default system mail program".

Then in Opera, under Tools > Preferences > Advanced > Programs, your 
"mailto" entry should show "c:\pmail\wsendto.exe %1"
