[OU] Torrent client speed setting in 9.5beta

Sure.  Opera has a bittorrent client built in for downloading bittorrent
files. (http://en.wikipedia.org/wiki/BitTorrent)

This is very convenient, but it's important to be able to limit the
bandwidth used by torrents to leave room for normal internet use.  This
is done in any torrent client by specifying a maximum upload and/or
download rate.  Of course when the client ignores those settings, there
is potential for all other traffic to be swamped.

Now I could use QoS (http://en.wikipedia.org/wiki/Quality_of_service) to
get around this, but I haven't implemented that and the settings
mentioned in the post should do the job if they worked.
