[OU] Fraud Protection

Since writing this I learned that Fraud Protection is always
operational behind the scenes. We no longer get the option to check a
site, as Opera checks each one automatically.

I sort of miss seeing a difference between "This site is OK" and "We
don't have any information on this site".
