[OU] How do I set Opera to Display the URL when the moust is over a link?

What version you are using? Some alpha builds of 9.5 had problems with 
displaying tooltips. 

Also check that you have status field inside status bar. Maybe it was 
accidentaly removed from statusbar, try to add it again: Right click on 
status bar, Customize, tab "Buttons", category "Default". Drag "Status field" 
field to the status bar.
