Is it any webpage in particular? I've had a relatively similar experience with cnn.com - what was happening was that whenever I'd click on a link, an advertisement banner at the top of the webpage would suddenly appear, pushing everything downward. I don't know whether that was a feature at cnn, an error in their webpage coding, or an error in the way Opera was handling some of their code. It happened with some other random webpages as well, but not many, and none that I can really recall.
If it's happening for you with every single webpage, then that's a larger issue. I'm using Opera 9.23 with OS X 10.4.10 and have no issues, so I'd guess that it'd either be something with your Opera install, or something that happened with Opera on 10.3.
