Operamail's online help also says (in the very next paragraph):
Note that your WebMail administrator must configure your Web
browser on the WebMail server. He/she must set the "Browser
Supports HTTP File Upload" option to Yes.
Since Opera does support file uploads (I've used it on a number of other
sites), and the Attach button is there if you compose a message using
Internet Explorer, it would seem that the problem is not in Opera's
browser, but rather in the way that the administrator of the Operamail
website has their WebMail software configured. It is indeed ironic that
the Operamail website is not configured to allow Opera's browser to
upload files.
