[Opera-Linux] Can't get a proper quote mark

Yeah, specifically it looks to be representing a UTF-8 "smart" or
typographic single quote as a sequence of standard 8-bit bytes.

I suspect the problem is actually deeper inside the system but,
annoyingly, the site blocks any attempt to fetch content outside a
"normal" web browser so I can't see the raw bytes trivially. :/

Sorry, beyond this point I can't assist -- I think their software has
broken UTF-8 content on input and then correctly represented the three
individual bytes as individual UTF-8 characters on output, but I can't
be sure.
